Promoting The Golden Rule is not "establishing religion" in any Constitutional sense, because it is held in common by religions which are otherwise in competition. 1) Universal Declaration of Human Rights
On December 10, 1948 the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights the full text of which appears in the above link. Following this historic act the Assembly called upon all Member countries to publicize the text of the Declaration and "to cause it to be disseminated, displayed, read and expounded principally in schools and other educational institutions, without distinction based on the political status of countries or territories."

Congress of the United States begun and held at the City of New-York, on Wednesday the Fourth of March, one thousand seven hundred and eighty nine. The Conventions of a number of the States having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added.

5) The Law of Nations is the Law of Sovereigns
The de jure united States of America was created under, and expressly recognizes and is subject to the Law of Nations, pursuant to the Constitution for the united States of America, Article I, Section 8, Clause 10, to wit: “Congress shall have Power....To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations...”
The essential nature of the Law of Nations was further explained by James Kent in Volume I of his “Commentaries On American Law.” In Part I, “Of The Law Of Nations”, Lecture I, “Of The Foundation And History Of The Law Of Nations”, Kent stated: “During the war of the American Revolution, Congress claimed cognizance of all matters arising upon the law of nations, and they professed obedience to that law, ‘according to the general usages of Europe.' By this law, we are to understand that code of public instruction, which defines the rights and prescribes the duties of nations, in their intercourse with each other. The faithful observance of this law is essential to national character, and to the happiness of mankind
